1) I live in the city of Cleveland and noticed my bill is much higher than previous bills. WHY? |

We have not had a rate increase since 2005 and this was the last in a series from the year 2000. There was no water rate increase in 2006 - the new water rates begins January 1, 2007. The new rate structure (actual consumption charge plus quarterly customer service charge) will more accurately reflect the actual cost of services and help recover the drop in consumption and subsequent revenue shortfall over the past decade.

2) Why is a $7.00 customer service charge now appearing on my bill? |
 |
The $7.00 quarterly customer service charge will cover costs for meter reading, bill generation, collections processing, and core customer service functions and it will appear every quarter on your bill beginning January 1, 2007. The $7.00 customer service charge will remain a flat rate through 2010.

3) Am I being charged for the exact amount of water I’m using or be billed a minimum? |
You will now be charged for the ACTUAL CONSUMPTION used, plus the $7.00 quarterly customer service charge.

4) Will there be additional charges besides a quarterly customer service charge? |

Yes. In addition to the consumption change and the quarterly customer service charge there may be additional charges. Fees for meter testing at the customer's request, special service calls and final readings are now being assessed for these services. Please see customer service fees for a listing of these charges.

5) I am on a fixed income. I cannot afford to pay the increase in my water bill. What can I do? |
 |
The Homestead Program will still be available for QUALIFIED home owners that meet the County requirements. Also a 20% discount program, administered by the Cleveland Housing Network, is available for those meeting the HEAP guidelines. In addition, the Division of Water still has payment plans available. We can set that up for you.

6) My sewer bill is much larger than my water bill. HOW IS THAT DETERMINED? |

Sewer bills are based on the water consumption coming through your water meter. NEORSD sets the rates for their sewer charges. They can be reached at 881-6600.
If a Cleveland resident, then they have a local charge on the sewer bill as well.

7) How does the city of Cleveland compare to the suburbs when it comes to rate increases? |
 |
Suburban consumption rates vary depending on the distance from and elevation above Lake Erie. Suburbs are also charged the same quarterly $7.00 customer service charge per quarter as Clevelanders.

8) Has any action been taken to lower costs? |
 |
Yes. The Division has instituted energy efficiency measures at pump stations in which a savings of $10 million over five years could be realized. An additional 3% per year in savings is expected from automated treatment plant controls, human resources enhancements and efficient work processes.

9) What will the additional revenue to be used for? |
 |
Over the past 20 years, the Division has invested nearly $1 billion in capital improvements to the water system, and plans to spend another $380 million over the next 5 years. Consumption has declined 17% over the last 5 years and we project a 12% decline during the next 6 years. Operating costs have increased as well. Debt for past and future captial improvements, declining consumption and increasing O&M costs contribute to the need for this additional revenue.

10) Is this rate increase due to Homeland Security? |
 |
Indirectly. Since 9/11 and the blackout on August 14, 2003, we have taken many measures to make sure our water plants and employees are well protected. We have implemented a new security system and installed backup generators at our major facilities.
